2022-2023 Budget Bylaw
The Board of Education adopted the School District No. 75 (Mission) Annual Budget Bylaw for fiscal year 2022/2023 after the required three (3) readings. 2023-2024 5-year Capital Plan SubmissionThe Board of Education approved the following resolutions:

Students' International Travel - Global Education trip to VietnamThe Board of Education approved the International Travel Application by MSS Teacher Kevin Matheny, for 28 students to travel to Da Nang, Vietnam in March 9-25, 2023. The group will build a library/classroom for the Loc Yen village, as a humanitarian work project. The students will work 8 days and will have 4 days to tour the area and one day of local cultural activities. The Board would like to invite the students to share their experiences at a Meeting in April 2023.
Framework for Enhancing Student Learning - Peer Review Feedback ReportSD75's Framework for Enhancing Student Learning self assessment was very well received by the Peer Review team. We keep working on tying the budget planning and district operation to the Strategic Plan.

2022-2023 Annual Work PlanThe Board of Education approved the Draft Board Work Plan as presented in the Agenda in principle. It will be referred to the September Board Meeting for final approval.
Draft OCP - Silverdale Central Neighbourhood PlanThe Board of Education reviewed the City of Mission Draft OCP amendment for the Silverdale Neighbourhood Plan sent to SD75 for comment. Documents were provided in the Agenda. The Plan identified sites for 4 additional schools, middle school and a high school. We are hoping the Ministry will help with purchase of sites for these planned schools. When we get referrals for development - we provide input about safe routes to schools.

Capital Plan BylawThe Board of Education approved the amended Capital Bylaw No. 2022/23- CPSD75-02 for the 2022-2023 Capital plan in three readings. You can read the Bylaw here.
School Bus ReplacementsThe Board has reviewed and considered the proposed details of purchasing replacement electric or diesel buses. Motion to replace unit #1750 with an electric option and the additional cost of $111,500.00 to be funded from surplus was DEFEATED.
2022-23 Enrolment ProjectionsThe Board reviewed enrolment projections for September provided by Staff. We are adding divisions at the Middle and Secondary level. The current registrations for Kindergarten show 80 less students than was initially projected.

Board of Education Meeting Highlights | April 19, 2022Covid-19 UpdateAll the restrictions throughout SD75 have been removed. You can read the April 8, 2022 Updates to COVID-19 Guidelines and Provincial Health Officer Orders. Due to the timing, there are no changes to the GRAD 2022 plans.
Capital Plan BylawThe Board of Education approved the Capital Bylaw No. 2022/23- CPSD75-01 for the 2022-2023 Capital plan in three readings. You can view the Bylaw here. The Board received formal notification from the Ministry about delay of funding for MSS replacement due to significant capital costs the Province is facing due to natural disasters. The Board passed a motion to send correspondence to the MLAs advising that MSS has been removed from the approved capital projects.
Costa Rica Trip District ProposalThe Board of Education approved the International Travel Application for up to 30 students in grades 11 and 12 interested in biology or environmental science an opportunity to experience fieldwork in biology and ecology by traveling to Costa Rica between 03/13/2023-03/21/2023. Indigenous Graduation Requirements BCSTA SurveyThe Board of Education will submit responses relevant to SD75 to the BCSTA Indigenous Graduation Requirements Survey.
Hybrid MeetingsThe Board of Education discussed options and need for hybrid meetings. SD75 will hold upcoming public Board Meetings in May, June, September, and October 2022, in-person at the Heritage Park Middle School Cafetorium. The Trades Traning Advisory Committee will also meet in-person at HPMS Cafetorium in June 2022. Board of Education Meeting Highlights | March 8, 2022Trustee Code of ConductThe Board of Education directed Staff to provide a draft update to the Trustee Code of Conduct Policy, including Administrative Procedures at the April COTW Meeting on April 5, 2022. Respectful Schools policy should be referenced.
Summit Learning CentreThe Board of Education approved that the School District 75 discontinue the
Distance Learning program for K-7 effective June 30, 2023. Summit has Grade 8&9 students taking full course loads, while Grades 10, 11 and 12s are able to take supplemental courses if not able to take them at MSS.
Social MediaThe Board discussed current events and targeted personal attacks on social media. The Social Media policy 2.16 will be reviewed in December 2022. Students, Staff, Trustees and partner groups should act in accordance with the Respectful Schools and Workplaces Policy
– Anti: Bullying, Harassment and Discrimination.
Electoral BoundariesThe Board of Education will make a written and in-person submission to the Electoral Boundaries Commission Act and advocate for Mission to have its own singular electoral district.
BCSTA Climate Change SurveyThe Board of Education discussed responses and will submit SD75 answers to BCSTA Survey.

Board of Education Meeting Highlights | February 15, 2022Dewdney Catchment Boundary Adjustment to include Durieu AreaThe Board of Education approved the school catchment boundary change to move the Durieu Area from Hatzic Elementary to Dewdney Elementary; AND THAT Durieu area students that are currently attending Hatzic Elementary school be allowed to be cross-boundary students until they complete their elementary schooling, without priority over other Hatzic Catchment area students and without busing. Stave Falls Catchment Boundary Adjustment to include Steelhead AreaThe Board of Education approved the school boundary catchment change to move the Steelhead Area north of King Avenue from Albert McMahon Elementary to Stave Falls Elementary; AND THAT Steelhead area students that are currently attending Albert McMahon Elementary school be allowed to be cross-boundary students until they complete their elementary schooling, without priority over other Albert McMahon Catchment area students and without busing.

COVID UpdateThe Superintendent indicated that attendance has improved drastically this week. He expressed appreciation to all the district
staff and teachers for covering classes as needed. HMS had one day functional
closure last Friday, only 3 of HMS staff were absent on Monday.

COVID UpdateHPMS will be re-opening this Thursday after the functional closure. We are watching staff/teacher/student absences in other school and other functional closures are possible in the future. Most of the Schoolboard Office Admin Staff have been teaching, covering classes. Rapid Antigen Tests (2 per employee) are to arrive to MPSD this week. Clarifying the news from the Province about staff vaccination disclosure: The Fraser Health Medical Officer can request staff vaccination status disclosure, but this has not been deemed necessary as of yet. Trades Training Advisory Committee The Board of Education is pleased with several applications for membership from the Community. New members have been contacted by email prior to announcing their names in public. Board Meeting ProceduresThe Board approved the meeting procedures amendment to replace “Section 6 Electronic Participation in Meetings" as follows: 6 Electronic Participation in Meetings 6.1 To ensure quorum is achievable, electronic participation in Board, Committee of the Whole, and Advisory Committee meetings will be supported when voting and non-voting members are unable to attend in person.
6.2 When required, any meeting may be held entirely through electronic means.
6.3 Electronic participation includes telephone, video, audio, or other electronic conferencing devices.
6.4 All meeting participants joining a meeting through electronic means must provide their first and last name. Participants joining an electronic meeting that do not provide their first and last name will be removed from the meeting.

COVID UpdateFraser Health is seeing fewer cases of Covid-19 in the Fraser Valley. While there is evidence that Omicron may have the morbidity of other strains, tests have mostly been on younger patients, and it is highly contagious, which is a concern for hospitalizations. It is being closely monitored by the health authorities. Stave Falls Catchment Boundary Adjustment to Include Steelhead AreaThe Board approved the proposed adjustment of the Steelhead area
from the Albert McMahon Elementary School catchment to the Stave Falls
Elementary School catchment in principle and initiated additional consultation and engagement with the Steelhead and Stave Falls area school community regarding the school catchment boundary change (click to view the MPSD site). Additional Committee of the Whole meeting(s) will be scheduled in January for further consultation and engagement with the school community regarding the catchment boundary change. All relevant boundary review reports and documents have been made public via the Engage MPSD Portal, within the Boundary Review project, for public engagement. Procurement to purchase electric vehicle replacementThe Board approved to direct staff in future procurements to purchase electric vehicle replacement for Bus and Fleet whenever feasible.
Exploring placing of a House Post to the School Board OfficeThe Board approved to engage with Leq'á:mel, Matheqwí, Qwó:ltl'el and Sq'éwlets, and the Siwal Si'wes Advisory Council, to explore the placement of a house post at the Board of Education Office. A post would welcome the community to the education place, to create a sense of belonging.
Provincial Online Learning HubThe Ministry of Education has issued a call for expressions of interest for the provision of Provincial On-Line Learning Schools. The expression of interest must be submitted by December 17th, 2021, and a full proposal in January 2022. Changing to a Provincial model would require significant changes to the current Distance Learning program offered through Summit Learning Centre. The Board voted against submitting to the Ministry of Education an expression of interest for Mission Public Schools to become a Provincial On-Line Learning Hub. MPSD will still be able to service MPSD students, but cannot provide online service to students outside of the district.
FNLC Letter to Minister Whiteside regarding FSAThe Board shared a letter from the First Nations Leadership Council to the Minister of Education, for information regarding Foundation Skills Assessment (FSA).

Board of Education Meeting Highlights | November 16, 2021Indigenous LiaisonThe Board appointed trustee McKamey as a Liaison to the local First Nations Communities of Leq:amel, Sq'ewlets, Kwantlen, and Matsqui. In the future, this position will have a placeholder, no matter who gets elected.
Letter to Minister Whiteside RE: Bus Replacement Funding for Electric Buses
The Board decided to send correspondence to Minister Whiteside, and CC Minister of Finance, Minister of Environment and Climate Change Strategy requesting that going forward, the Ministry of Education fund school bus replacements at the full cost of electric school buses. Trades Training Advisory Committee (TTAC)
The Board approved extending the TTAC mandate, as the advisory committee provides valuable input for Trades Education in Mission. The Committee will be seeking new members from the community.

COVID UpdateThe Superintendent
provided an update on the current COVID situation throughout SD75. Recent
exposures seem to be small children. Some classes had to isolate recently (CME,
Dewdney). There is a community outbreak in Deroche, and Fraser Health had a
response team attend.

FSA - Letter to ParentsThe Board of Education will send a letter to parents outlining the benefits of the Foundation Skills Assessment (FSA) from the perspective of First Nations Education Steering Committee (FNESC), for data to support Indigenous students. FNESC needs
about 80% participation to get some meaningful data. FNESC indicated that it is
extremely important to have data on how the children are doing. The letter will be shared.

Board of Education Meeting Highlights | October 19, 2021COVID-19 UpdateFraser Health reported a modest decline of Covid-19 in Mission and the rest of the region. 90% of COVID in
schools comes from students, not Staff. Functional Closure of Windebank Elementary has
taken place Oct 15-21, 2021 as there is not enough staff and the school reported constant
exposures since the end of September. SD75 is working with HR to hire non-certified teachers as substitutes in times of need.

Public Board Meeting Highlights | September 21, 2021Election of Board Chair and Vice-Chair
We are pleased to announce that Tracy Loffler has been re-elected as Board Chair and Randy Cairns has been elected as Vice-Chair. The School District would also like to thank our outgoing Vice-Chair, Shelley Carter for her time as Vice-Chair. Trustee Carter remains a School Trustee of the Board of Education for Mission Public Schools along with Trustee McKamey and Trustee Renkema.
Superintendent's School Opening Report
Enrolment is up this year, about 185 students have been added as of Sept. 16th. We are noting significant in-migration from the Lower Mainland area to Mission.
We have four administrators that are new to the district, and three new admin positions hired from within the district - five schools have a new principal. In teacher staffing, we have hired 33 new teachers, with more in the process of being hired. Support staffing has had significant additions; with 28 new education assistants hired over the summer. We are still very short on supervisors and bus drivers.
Please refer to the provincial guidelines and other information in the COVID News Section of MPSD Website. There is a mask mandate for students in Grades 4-12 in schools, and for all students K-12 on busses. This year, elementary schools return to a regular setup, without cohorts. Currently, sports, drama, field trips etc are okay, but all of this is subject to change. Vaccine passports are currently not required for any school-related events, but this too is subject to change.
Most schools have returned to pre-pandemic models of education in terms of timetables and the like. However, Zoom or Teams is being used for several parent meetings, district meetings, admin and so on. It will likely be used for the Student Safety council and other new initiatives for the time being. Calendar revisions were made at the beginning of September to reflect some needs at schools and the new September 30th National Day for Truth and Reconciliation. See the Letter RE: September 30th. Executive Compensation ReportThe Board has approved the Public Sector Executive Compensation Report dated September 21, 2021 to be submitted to the BC Public School Employers' Association, along with an Attestation Letter signed by the Board Chair. See the Agenda, p. 49-58
Borrowing ResolutionThe Board has authorized the Superintendent and Secretary-Treasurer to borrow on behalf of Mission Public School District (School
District #75) from the Scotia Bank for the 2021-22 operating year (annual operating procedure, page 59 of the Agenda).
Hatzic Middle School Incident UpdateOn September 14, 2021, there was a Hold & Secure Incident at HMS. The Superintendent informed the Board and the Public that Staff and Police were very professional and everything went as smoothly as it could have possibly gone. All Staff and the Principal did an excellent job handling the situation.
